Conducting N-648 Evaluations for Refugee Clients, 1.5 CE

For a person in the United States with refugee status to become a naturalized citizen, they must first become a Green Card holder and live in the United States as a lawful permanent resident for five consecutive years. After this point, they are eligible to apply for U.S. citizenship. For applicants who present intellectual, developmental, or mental differences, the regular passage of the naturalization exam may not be possible. In these cases, N-648 Medical Waiver may be the best path forward toward U.S. citizenship. In Kentucky, there is a demand for qualified licensed clinical psychologists are qualified to complete these N-648 evaluations. These evaluations can be completed by a trained professional individually or through a partnership between a master’s-level clinician and a licensed clinical psychologist.

This workshop, facilitated by the Kentucky Office for Refugees and Dr. Crystal Sahner, will examine the opportunities, demands, and processes surrounding becoming an N-648 Evaluation provider. The current demand for these trained evaluators is high - due to the shortage of qualified evaluators, some refugees have been forced to wait as long as a year to obtain evaluations necessary for their naturalization process. Becoming an N-648 evaluator can enhance your career, grow your business as a psychologist, and provide a highly demanded service to refugees applying for a disability exemption in their naturalization process. KPA is pleased to offer this webinar in collaboration with Kentucky Office for Refugees. There is a significant need for these services for our refugee community and we want to encourage members to learn more about the process and ways they can help - we have tailored our registration rate for this event to encourage participation. In addition, Dr. Crystal Sahner has also agreed to offer ongoing consultation for KPA members as needed.  Skill Level: Advanced

Workshop Objectives

Based on the content of this workshop, attendees will be able to...

  • Identify the four aspects of the U.S. citizenship test and/or interview that can be waived through the N-648.
  • Describe 3 assessment tools that are useful when evaluating individuals who have had limited access to formal education.
  • Outline 3 requirements and/or expectations of interpreters during N-648 evaluations.

About the Presenter

 

 Dr. Crystal Sahner is a licensed clinical psychologist and owner of Sahner and Associates, Inc., has provided clinical evaluations, psychological assessment, and therapy to adults for more than 25 years. She earned a Doctorate in Clinical Psychology in 1994 from the Illinois School of Professional Psychology in Chicago, Illinois and has been licensed by the Kentucky Board of Psychology since 1995. Prior to opening her private practice, Dr. Sahner served for over ten years as staff psychologist with Seven Counties on both their Behavioral Health Services and Dual Diagnosis teams. Since 2016, Dr. Sahner has conducted N-648 evaluations for refugee clients who seek to qualify for a waiver of the U.S. citizenship test and/or interview based on intellectual, developmental or mental differences. She is currently under contract with the Kentucky Office for Refugees to provide training and support to providers conducting N-648 evaluations across the state of Kentucky.

Jennifer Ballard-Kang, Ph.D., is the Refugee Health Promotion Coordinator at the Kentucky Office for Refugees (KOR). KOR is federally designated to coordinate refugee resettlement services across the state, providing grants management, policy guidance and program development to promote self-sufficiency and community integration. Dr. Ballard-Kang received both her MSSW and PhD in Social Work from the University of Louisville and has worked with refugees and immigrants as both an ESL instructor and social worker for over 25 years. Her current projects focus on growing the capacity of mental health systems to provide culturally competent, trauma-informed services to refugees across the state of Kentucky.

Event Location
Virtual - via Zoom, attendees will receive instructions on accessing this workshop upon registration.

It is important to note that APA continuing education rules require that KPA only give credit to those who attend the entire workshop.  An evaluation of the workshop must be completed. Those who sign in more than 15 minutes after the scheduled start time or leave before the workshop is completed will not receive CE credit. Partial credit may not be given.
